Jonathan led the consultancy team that was appointed by the Ministry of Justice (MoJ) to provide strategic consultancy advice across the entire national portfolio of property within the MoJ estate, encompassing courts, prisons, offices, probation accommodation and surplus sites. As part of the current Spending Review period, the team was tasked with assessing and providing recommendations to the Director General on implementable delivery options to realise over £300 million from the estate. Opportunities ranged from securing planning consent on surplus land to raise capital through disposals through to joint venture options with both private sector partners and other central Government departments.

Based upon the recommendations proposed by the team, the MoJ has accelerated the disposal of a number of significant land holdings throughout the UK, bringing forward receipts. In addition, its on occupational accommodation has been significantly reduced, based in part on the recommendations put forward as part of this mandate.
